Black Earth officials identify need to update emergency management plan

When the August 21 flood hit Black Earth, its Emergency Management Plan (EMP) from 1999 was put to the test. 30% of Village homes called the 2-1-1 number. Pat Troge, Village President, who called a public hearing on August 27, stated that “Resources are stretched to the maximum.” State law requires that municipalities adopt an effective program of emergency management consistent with the state plan of emergency management and appoint a head of emergency management services.
